Minister,
Despite the announcement of opening of negotiations made by the Director General of Civil Aviation May 7, 2015, and the commitment of your social counselor to begin these negotiations in the autumn and then a final announcement to this effect by Patrick Gandil October 22, no concrete action has been undertaken to date. We have no framework or any method that allows us to evaluate the real will of the administration and government building with air traffic controllers the conditions for a friendly agreement of personal expectations and allow DSNA to prepare for the future in the best conditions.
Accordingly, as we indicated in our letter dated 19 October, the SNCTA will resort to strike every day, over a period of three hours, from 17 November 2015. This call for strike concerns all air traffic controllers or ICNA TSEEAC practicing in metropolitan France and overseas.

Objet : préavis de grèves des contrôleurs du trafic aérien à partir du 17 novembre 2015.
Monsieur le ministre,
Malgré l’annonce d’ouverture de négociations faite par le directeur général de l’aviation civile le 7 mai 2015, puis l’engagement pris par votre conseiller social de débuter ces négociations à la rentrée et enfin une dernière annonce faite en ce sens par M. Patrick Gandil le 22 octobre dernier, aucune action concrète n’a été entreprise à ce jour. Nous ne disposons d’aucun cadre, ni d’aucune méthode qui nous permettent d’évaluer la réelle volonté de l’administration et des pouvoirs publics de construire avec les contrôleurs aériens les conditions d’un accord respectueux des attentes des personnels et qui permettent à la DSNA de préparer l’avenir dans les meilleures conditions.
En conséquence, et comme nous vous l’indiquions dans notre courrier en date du 19 octobre dernier, le SNCTA aura recours à la grève chaque jour, sur une période de trois heures, à partir du 17 novembre 2015. Cet appel à la grève concerne l’ensemble des contrôleurs aériens ICNA ou TSEEAC exerçant en France métropolitaine et outremer.
